As new wave, EBM (Electronic Body Music), and American acid house began spreading through European clubs, Belgian DJs — notably in Antwerp and Brussels clubs — had the idea of slowing down EBM records to create a more hypnotic and danceable atmosphere.

Musically, New Beat is characterised by slow, heavy rhythms — generally between 90 and 100 BPM — with industrial accents, deep and insistent acid basslines, dark and atmospheric synthesizers, and a hypnotic energy that gradually envelops the listener. The mood is often heavy, even oppressive, but irresistibly danceable. This style forms a kind of missing link between EBM, Detroit techno that was emerging at the same time, and house music.

The founding groups of New Beat are primarily Belgian. Confetti's and Lords of Acid are among the most representative figures, alongside Tin Tin, A Split-Second, and Neon Judgement.
